We are looking for a MEL Officer – LAC to join our dynamic client’s team dedicated to transforming lives by improving access to quality eye care. This role will provide technical support in monitoring, evaluation, and learning to ensure high-quality program implementation across the region.

Key Responsibilities
  • Lead the development of logical frameworks for new projects, ensuring clear objectives, indicators, and methodologies.
  • Support target setting by aligning with baseline data, epidemiological insights, and global MEL standards.
  • Review and refine Concept Notes and M&E sections of project proposals to ensure consistency with MEL frameworks.
  • Establish and enhance M&E systems for new projects, ensuring alignment with global standards.
  • Develop and update data collection and reporting tools, training project staff and partners on data management.
  • Ensure the accuracy and completeness of project data through regular quality assessments and validation checks.
  • Maintain and update project databases, ensuring accessibility and usability.
  • Oversee timely and accurate reporting, including quarterly and annual submissions.
  • Conduct field visits to provide technical M&E support and ensure compliance with monitoring frameworks.
  • Develop and implement beneficiary feedback mechanisms to improve program monitoring and responsiveness.
  • Support third-party evaluations by providing contextual insights and preparing executive summaries.
  • Participate in cross-country evaluations, analyze and disseminate key M&E findings, and provide structured feedback to teams for continuous improvement.
  • Contribute to Value for Money (VfM) assessments by evaluating cost-effectiveness and program impact.
  • Support the measurement of long-term project outcomes to ensure sustainable change.
  • Collaborate with HQ to optimize M&E software configurations.
  • Lead knowledge-sharing efforts by documenting lessons learned and best practices.
Who We Are Looking For
  • Proficient in written and spoken English and Spanish.
  • Bachelor’s degree in international development, public health, or a social science discipline (other degrees may be considered if the candidate has extensive experience in M&E).
  • Minimum of 5 years of experience working in the international development and/or health sector.
  • Minimum of 3 years of experience as a full-time M&E professional.
  • Specialized experience in developing M&E components of projects, such as project performance monitoring plans, baseline analysis, outcome indicators, and targets.
  • Experience managing and training project staff in M&E, both in-person and virtually.
  • Proficient in data storytelling and visualization.
  • Formal experience working on an international team with irregular hours.
  • Experience in Outcome Mapping & Harvesting is a plus.
